The Ofcom Plan of Work for 2023/24 includes a review of amateur licensing.
Ofcom has published a Statement on its proposed Plan of Work for 2023-24. Page 45 of the Statement describes plans for WTA (Wireless Telegraphy Act) licence simplification: “Alongside our move to a new licensing platform, we will review our licensing processes and documentation to ensure we have an efficient approach, reducing the burden on our licensees as far as possible and simplifying their engagement with us. A key part of this program will be our review of amateur licensing.” Page 46 of the Statement sets out proposals for a review of amateur radio licences: “We will consult on proposals to simplify our licensing framework for amateur radio licensing and incorporate new areas of amateur radio activity. Our aim is to provide clear updated rules which afford radio amateurs greater freedom to operate, drawing on feedback provided by the sector.” According to the document, consultation on the work is planned for the first quarter of the 2023-24 year. A subsequent statement is scheduled for the fourth quarter of the year. Once more details are available, the RSGB will review the consultation and provide guidance to UK amateurs on how to respond to Ofcom. Ofcom is proposing to update the amateur radio licence to enable amateur radio to continue to develop as a hobby, within a simplified regulated framework that supports optimal spectrum use.

The team from hi-impact, based on the Wirral, is planning another high-altitude balloon launch.
This time, working alongside staff and pupils from West Kirby School and College, they will launch a high-altitude balloon at 11am, on the 11 July 2023, from their usual location in Cilcewydd, near Welshpool in Wales.
They will be running a HABduino and encourage all amateurs and short-wave listeners to upload telemetry to SondeHub.
The frequency will be 434.650MHz USB, transmitting 50 Baud RTTY, 425Hz Shift and using 8N1 data format.
The callsign is WKRS_HAB.

OFCOM PROPOSES SWEEPING CHANGES FOR UK LICENSES

Our top story takes us to the UK, where Ofcom is
proposing a major overhaul of amateur radio licensing and operations.
Jeremy Boot G4NJH brings us those details.
Stating it wants to provide amateurs in the UK with greater access to
licences while delivering greater operating freedom, the communications
regulator Ofcom is proposing sweeping changes to its ham radio licence
framework.
None of these changes affects the frequencies or bands amateurs can use
but it does increase the maximum permitted power for transmitting across
the three classes of licence. The proposed maximum allowances are 20 watts
for Foundation; 100 watts for Intermediate in most bands and 1,000 watts
for Full licence holders who are operating where ham radio has a primary
allocation. Ofcom is also proposing low power airborne transmission on
some bands.
Beacons, repeaters and gateways would no longer require a Notice of
Variation in most cases -- the holders of a Foundation licence would be
permitted on the 2.4 GHz and 5 GHz bands. Foundation licence holders would
also be allowed to build their own equipment.
In another change, hams advancing to a higher class of licence would be
required to surrender their lower-level licence and call sign, holding
only a single personal licence. This requirement would not apply to clubs.
This is just a sample of what Ofcom is suggesting. The regulator is
seeking feedback and has set a deadline of the 4th September for comment.

OH BABY! WHAT A GREAT FIELD DAY!

So you think you had a great Field Day? Sorry....but
no matter how amazing a time you had, no matter how many QSOs you and your
club logged, it can never compare to the experience of one amateur in
Alabama who helped organize his club's big weekend. Jim Damron N8TMW tells
us more.
Patrick Nagle, N4GLE, was ready. Field Day weekend couldn't come soon
enough for this member of the Muscle Shoals Amateur Radio Club. Patrick
has been part of the organizing committee for the club's Field Day for the
past three years and everyone was ready to put the club callsign, W4JNB,
on the air.
This year, Rhett Allen Nagle was also ready. In fact, on June 23, 2023,
just as Field Day prep was under way, he was so ready that he was born.
With the doctor's help, Rhett's mother, Kaitlyn Hendrix Nagle, brought him
into this world and into Patrick's arms.
Patrick told Newsline that he and his wife had hoped for Rhett's birth to
take place a few days after Field Day but the doctor wasn't available on
their chosen date of June 26th. So June 23rd it was going to be! Holding
strong at the Field Day site was brand-new grandfather, Papa Roy Nagle,
KI4UX, who kept things running smoothly and stayed in touch with his son.
The happy new father may have been away from the club's operating site
this year but he told Newsline he knows he had the best QSO of Field Day
weekend. While it may not have been made over the air, he said that all
those eyeball QSOs with his new son included plenty of snuggles.

HUNT A WRTC COMPETITOR AND COMPETE FOR AN AWARD

So you want to be part of the World Radiosport Team
Championship but you didn't qualify and you're not in Italy right now?
That's a small point, really, if you want to get in on the action. Graham
Kemp VK4BB explains.
While amateur radio teams from all over the world compete in the WRTC on
July 8th and July 9th, hams from all over the world can now compete right
along with the competitors: Organisers have announced the WRTC 2022
Competition Award - yes, it's still known as WRTC 2022 because of the
one-year COVID delay. Hams who have had QSOs with competing stations in
the championship can work toward this award by getting on the air during
the contest and listening for the action. Organisers recommend that those
seeking the award submit their complete logs within six hours after the
contest ends, which will be at 1800 UTC on Sunday the 9th of July.
The WRTC 2022 Competition Award is the latest event created in support of
the championship. THE WRTC 2023 Award, offered earlier, challenged radio
operators to make contacts with special event stations in 12 regions
throughout Italy, all ending with the suffix WRTC. There were also special
event stations around the world - most of them also ending with the
suffix.

FCC SETS APPLICATION WINDOW FOR LOW-POWER FM STATIONS

The FCC is getting ready to accept applications for new
low-power FM stations. Kent Peterson KCØDGY brings us up to date.
As Newsline reported in February, the FCC has made room on the spectrum
for the operation of new, low-power FM broadcast stations in the US. The
agency has now announced that a filing window for permit applications will
be open between November 1st and November 8th of this year.
The commission will accept proposals for frequencies anywhere in the FM
band, from Channel 201 to Channel 300. The last time the FCC opened a
filing window for low-power FM broadcast operation was in 2013.
FCC data lists a little fewer than 2,000 such stations operating in the US
since the year 2000, when the FCC created the service for 100-watt
stations engaged in noncommercial educational broadcasts. Commercial
operations and individuals are ineligible for operation of these stations.
When competing applications are filed, an auction may need to occur before
the allotments are decided.
The FCC will release filing procedures and other relevant details later.
Meanwhile, prospective applicants are encouraged to monitor the Audio
Division Web Page on the agency website.

SATELLITE ENTHUSIASTS REGISTER FOR CONVENTION IN INDIA

Satellite fans, get ready for a big weekend in India
devoted to your favorite subject. Registration has opened, as we hear
from Jim Meachen ZL2BHF.
Registration has opened for satellite enthusiasts and other amateurs
planning to attend the OSCAR Convention in West Bengal, India on September
23rd and 24th. The website is also accepting registration for the
radiosport portion of the weekend: a CW contest and some fox-hunting
activity.
The weekend theme is simple: "Get on the Air." OSCAR is an acronym that
stands for Orbiting Satellite Carrying Amateur Radio.
While the full schedule is not yet posted, the organiser, OSCAR India, has
said the event planners are making special efforts to support and
encourage youth to get more involved in amateur radio. Various licence
exams will be offered at the venue. The programme of presenters is
expected to showcase the latest technologies and assist attendees in
broadening their knowledge of operating techniques, antenna design,
digital modes and signal propagation.
There will also be plenty of opportunity to socialize.
The OSCAR Convention is supported by Parks on the Air India and Beaches on
the Air India

CHINESE TEAM DEVELOPING NEW LUNAR-ORBIT SATELLITE

In China, a development team is working hard on the next
satellite destined to enter lunar orbit with an amateur radio payload.
John Williams VK4JJW explains the project.
The creators of the first amateur radio satellite to operate in lunar
orbit are in the process of developing a second one with the hope of
launching it in 2024 from Wenchang, China. The development team consists
of students at the Harbin Institute of Technology in China and ham radio
operators from around the world. Known as Lunar OSCAR II, it will have
telemetry, a digipeater with a JT4G uplink and downlink along with a
digital image downlink from an infrared camera.
The satellite will also be useful for various amateur radio orbit
determination experiments and communications relay research.
Harbin Institute students built the first ham radio satellite to operate
in lunar orbit in May of 2018. The tiny satellite had a big following
among hams around the world who used it to download images of the Earth
and the moon.

US NAVY TO UPGRADE HF RADAR SYSTEM

The US government's long-range surveillance system,
which operates on the HF bands, is in line for a major upgrade. Andy
Morrison K9AWM tells us to get ready.
The United States Navy knows what almost every amateur radio operator
knows too: that sometimes the software that enhances your transmissions on
HF needs a major upgrade. In this case it's a $87.5-million upgrade for
the Navy and the work will be done on a long-range surveillance system by
Raytheon Technologies Corp. The system is known as ROTHR, which is short
for Relocatable Over-the-Horizon Radar, and it detects and tracks surface
ships and aircraft by using long-range radar in the HF part of the
spectrum.
The four-year contract will provide software enhancements, maintenance,
installation, removal, integration and testing, among other things, and
will be conducted mainly in Chesapeake, Virginia and Marlboro,
Massachusetts.
Unlike hams, the Navy puts the ROTHR systems on the air for an important
enforcement mission: the systems have been used to track drug-smuggling
and are, in fact, considered the government's primary form of surveillance
in the war on drugs.

40 YEARS FOR NATIONAL INSTITUTE OF AMATEUR RADIO

Congratulations to the National Institute of Amateur
Radio, which marked its 40th anniversary with a big celebration in its
Hyderabad (hydra-bod) headquarters. The NIAR is a non-governmental
organisation that holds training sessions and workshops and advocates for
India's radio amateurs. Founded on June 21st, 1983, it is also home to an
active club station VU2NRO, which participates in contests and special
events. The NIAR plays a big role in helping individuals and learning
institutions in forming their own ham radio clubs throughout India. All

Several operators in Germany will be using the special callsign DL0SOP for
the month of July, marking the 65th edition of the Sea of Peace award. A
small silk pennant is to be given for QSOs with the Baltic neighboring

KICKER: MEET 2023'S YOUNG HAM OF THE YEAR, KEES VAN OOSBREE W0AAE

And, for our final item this week, we’re proud to
announce the winner of the 2023 Amateur Radio Newsline Bill Pasternak
Memorial Young Ham of The Year award. Amateur Radio Newsline’s Mark
Abramowicz (Abram-oh-vich) NT3V is chairman of the award program and he
spoke with our latest honoree.
“Oh my gosh! Thank you so much. Yes, that is so cool. Thank you
so much!”
And that was the reaction of Kees Van Oosbree, W0AAE, of Maple Grove,
Minnesota, in suburban Minneapolis upon learning he had been selected as
the Young Ham of the Year. Kees recently turned 19 years old – just making
the cut-off for the award. He is the son of Mark and Jean Van Oosbree.
He is a recent honors graduate of Heritage Christian Academy in Maple
Grove and was the valedictorian for his class. Kees says when he was 12,
during a museum visit he spotted a fascinating exhibit that sparked his
curiosity about amateur radio.
KEES: “And I saw this cool amateur radio shack there. There was this
cool map with all of their markers where they made contacts and I saw
Antarctica.”
MARK: He says that prompted some online research.
KEES: ”I got a book on Amazon, studied and took the two licenses
[Technician and General] and it was on from there. I got a Baofeng Handie
Talkie. I still have it.”
MARK: But Kees says he wanted to explore more.
KEES: ”HF was my life. I got involved with a few radio clubs the
Minnesota Wireless Association which is contesting. Contesting is pretty
much my main thing that I do in Amateur Radio although I do branch out and
do other things.”
MARK: Among those other things was getting connected to youth in amateur
radio through the Youth on the Air – Americas program where he has taken
up leadership roles in training of operators, QSL manager and sharing his
interest in remote operating.
Kees says he did some on-line research on remote operating and found a
mentor - Ray Higgins W2RE - who opened a door to a whole new world.
KEES: “He gives us unlimited access to these highly competitive
stations that use FlexRadios. I was able to do very, very well through
that and contesting through DX contesting...He gave us the tools and we
branched off of there. I was one of the five youth that kind of started
the program. And now we have over 80, 100 youth.”
MARK: Kees says he taught himself Morse Code through on-line computer
programs. And, while he says his ability to copy CW exceeds 35 words per
minute, his sending speed is a little slower and he prefers a key to
paddles. Kees has picked up several awards for his DX and domestic contest
SSB and CW entries over his short time in ham radio.
MARK: He’s only been licensed for nearly five years.
His favorite contest, he says, is the North American QSO Party.
KEES: “It’s just 12 hours long and it’s just on Saturday only and I
love that because I can work on homework on Sunday."
MARK: Kees will begin college in August at Iowa State University.
KEES: “I’m really excited because they have a really great aerospace
engineering program three-a-half hours away from me so not too far away.
There are only a few colleges in the country that do this particular
major.”

NASA Mars simulation begins, crew will be inside for one year
Crew Health and Performance Exploration Analog (CHAPEA) mission is designed to test the ability of the researchers to operate in highly challenging conditions, such as they would face on Mars.

Four volunteers have been locked inside a NASA designed simulated Mars base since June 25, according to a CBS report.
The simulation will last 378 days and will test real-life human challenges that would be faced during a mission to Mars. The mission's official name is NASA's Crew Health and Performance Exploration Analog, or CHAPEA 1.

Ofcom consultation – Updating the amateur radio licensing framework

An Ofcom consultation titled ‘Updating the amateur radio licensing framework’ opened on 23 June 2023. According to Ofcom, the proposals set out in the consultation aim to “provide greater operating freedom for radio amateurs; and make the process of getting and using a licence simpler, clearer and more responsive.”
The closing date for responses is 4 September 2023. All radio amateurs are strongly encouraged to read the consultation on the Ofcom website. You can also find the consultation at rsgb.org/licencereview (click the Ofcom logo).
The RSGB will provide guidance on how to respond to the consultation via the same web page in due course.

National Coding Week has been run for many years in the third week of September. Coding is used increasingly in amateur radio, and the BBC Micro:bit and the Arduino have made it easier for radio amateurs of all ages to discover more about this.
As part of its commitment to encourage youngsters into amateur radio and to support lifelong learning, the RSGB will be providing resources and creating coding activities for people to get involved in throughout the month of September.
The Society is keen to hear from volunteers who have ideas for this initiative and would like to be part of it.

122GHz and HF propagation – two further Convention presentations to watch

The RSGB has released two further Convention 2022 presentations.
In the first, Noel Matthews, G8GTZ provides an introduction to the challenges of operating on 122GHz and gives an overview of the VK3CV designed transverter boards which have put operation within the reach of amateurs without requiring advanced electronic and mechanical engineering skills. He tells the story of how he and Dave, G1EHF used the boards to work up from their first QSO over 2kms to breaking the UK record for 122GHz at 36.5kms.
Secondly, in a presentation called “HF propagation – what do the numbers mean?” RSGB Propagation Studies Committee Chair Steve Nichols, G0KYA unravels what terms such as Solar flux index, SSN, A and K index, and Solar Wind Speed mean and explains how to find the best HF conditions.

HAMS MOBILIZE TO ASSIST DURING CYCLONE BIPARJOY

Our top story takes us to India where hams played a
crucial role in public safety and communication as a cyclone enveloped the
region. More on that from Jim Meachen ZL2BHF.
Amateur radio operators in western India were deployed and kept on high
alert as Cyclone Biparjoy closed in on the western shore near the port of
Jakhau on Thursday, June 15th, tearing roofs off houses and leaving
thousands without power.
Local news reports from the Indian state of Gujarat said that the state's
Disaster Management Authority responded to power outages and other damage
by deploying six ham radio teams, two of them in the district near the
port of Jakhau, as well as a number of mobile units. Pakistan and India
had already moved an estimated 173,000 people to shelters in preparation
for the storm's arrival.
The deadly cyclone killed at least two people in India before weakening
and heading toward Pakistan's southern coastal areas. The name of the
Cyclone - Biparjoy (Bipper Joy) - means "disaster" in Bengali.

FCC REPORTS ITS ULS BACK ONLINE

In the United States, the FCC reported an end to the
long shutdown of some of its systems, much to the relief of hams and
others needing to file documents. Paul Braun WD9GCO brings us that report.
The Federal Communications Commission's nearly month-long outage of its
Universal Licensing System and related systems has ended. The systems came
back on line, on a limited basis, on Wednesday, June 21st. A public
announcement by the FCC alerted users to the remaining unavailability of
the systems' query download function, which permits search results to be
saved as text files.
The shutdown put the brakes on amateur radio filings and other FCC
applications that were facing immediate deadlines, causing widespread
frustration and much wider speculation as to the cause behind the
shutdown. The FCC's public announcement did not address the cause and
despite repeated requests from Amateur Radio Newsline to clarify what had
occurred, the agency referred only to the announcement on its website. The
announcement cited [quote] "technical issues." [endquote] It was not
possible to determine specifically where those issues occurred - or why
they occurred - and whether there had been a security breach or if any
presumed built-in redundancies failed to operate properly.
The FCC said it has provided deadline extensions for filings that were
affected by the shutdown and that it expects high traffic on its systems
in the days to come. Those ULS applications that were impacted will not
need to pay waiver fees, seek waivers or provide any special attachments.
The FCC said that the deadline extensions and other relief measures only
apply to those filings between the outage period of June 9th to June 29th.

WRTC GAINS SUPPORT FROM ITALIAN OFFICIALS

The World Radiosport Team Championship, which is about to
open shortly near Bologna, Italy, has gained the official patronage and
support of the Ministry of Enterprises and the Made in Italy initiative.
The competition is being held in a region of Italy known as an economic
engine because of the strength of its business ventures in technology and
craftsmanship. This recognition adds a much-needed boost, following the
devastating floods that swept through the region, challenging the
organizers of the event which takes place July 4th through July 11th.

13 COLONIES OPERATING EVENT MARKS 15th YEAR

It’s a historic milestone for an on-air event that
celebrates America’s revolutionary past. Amateur Radio Newsline’s Mark
Abramowicz (Abram-o-vich) NT3V, has the story.
It’s back and marking its 15th year on the ham bands.
It’s the annual 13 Colonies Special Event running this year from July 1 to
July 7.
Bob Josuweit WA3PZO is coordinator for WM3PEN, a special call sign
activated from the “Cradle of Liberty” in Philadelphia.
“It’s a relatively easy event for many people to operate,” Josuweit
explains. “It’s making contact with one or more of the 13 special event
stations in each of the 13 colonies.
“Plus, we’ve added over the years three bonus stations – WM3PEN in
Philadelphia, GB13COL in England and, recently, TM13COL in France.”
Josuweit says activity during the 13 Colonies Special Event has been
climbing rapidly in recent years and there are some occasional pile-ups so
you may need a little patience and persistence to get through.
“Last year we were well over a quarter million contacts for all the
stations combined,” he recalls. “And, for WM3PEN, back in 2013 I believe
it was we were just around 3,000 contacts. Last year, we were closer to
13,000.”
There’s a special certificate offered to operators working the event. And
each of the groups running stations in the original 13 colonies has
special QSL cards tied to this year’s theme surrounding the signers of the
Declaration of Independence.
“We’ll be on all modes at different times, using HF and satellites. There
will even be some SSTV,” Josuweit advises. “The best thing to do is watch
the various spotting networks such as DX Summit. There’s a 13 Colonies
Facebook page which people can monitor as well.”
Josuweit says you don’t have to be a contester to work the stations. He
says the operators at each station realize how much interest there is.
Many, Josuweit says, will be operating long hours, even on the Fourth of
July holiday, to make sure every station they can work gets into the log.

SATELLITE ENTHUSIASTS ENCOURAGED TO TAKE THE 'LEDSAT' CHALLENGE

The challenge is on - are you up to it? The European Space
Agency and S5Lab (pronounced: Ess Five Lab) are inviting hams around the
world to get involved in making a special contact through the digipeater
of an educational CubeSat known as LEDSAT. Neil Rapp WB9VPG tells us how
to get involved.
an LED CubeSat developed by university students in Rome with assistance
from AMSAT Italia, was created primarily to demonstrate an LED-based
payload to be used with ground-based optical tracking. Starting on June
26th and through to July 30th, it takes on a secondary purpose: It is part
of a challenge to hams that will win them the prize of a personalized QSL
card designed just for this competition. Hams are being asked to send a
digital message via satellite to PI9ESA, the ground station of the ESA's
Education Office. The CubeSat follows a sun-synchronous orbit and its
digipeater will be activated at certain times. It has two communication
windows, one around midday and one at midnight. Operators will be based at
the ESA ground station to copy the messages. Hams are encouraged to use
their preferred pass-prediction software to assist in the contact.
LEDSAT's digipeater has the ability to store and forward digital messages
with a delay of up to two days.

The challenge was organized to celebrate the launch of LEDSAT in August of

BUSINESSMAN AND ALMA MATER'S HAM CLUB SHARE A MILESTONE

The chief executive officer of iFixit, a business that
provides toolkits and repair guides for do-it-yourselfers,
distinguished himself on the California campus of his alma mater recently.
Kyle Wiens [WEENS], who graduated from California Polytechnic State
University, took his ham radio license exam under the watchful eye of
volunteer examiners from the Cal Poly Amateur Radio Club, W6BHZ. He
passed, becoming the newest licensee - number 2,000, It was a different
kind of graduation for Kyle, who founded his company with a friend in a
campus dorm room in 2003 while he was still a student at Cal Poly.
Six years later - in 2009, the on-campus amateur radio club began offering
license exams for students and the public.
According to an article on the club's website, Kyle wasn't the only one
from iFixit to claim newfound status as a licensee. Several members of the
iFixit team were also there and passed - right along with the boss.

JAPAN'S HAM FAIR 2023 RETURNS TO TOKYO VENUE

Japan's Ham Fair, continues to be the largest Hamfest in
the world and the Japan Amateur Radio League has high hopes that at
the 2023 event visitors will enjoy a new era in amateur radio this coming
August. In fact, that new era is the very theme of the two-day event -
August 20th and 21st - at Tokyo's Big Sight Convention Center.
This will be the 45th year for the league's ham fair, which was cancelled
in 2021 due to concerns about the pandemic.
Before Japan's HamFair however the weekend of the release of this
newscast, Europe's largest Hamfest, the 46th HAM RADIO event in
Friedrichshafen was getting underway in the new messe (Pron: Mess Ah) expo
centre.

FCC POLICY RESPONDS TO GROWTH IN WIDEBAND DEVICES

In Washington, D.C., the FCC's policy on wideband
devices has once again responded to changes in the market. We have
details from Kent Peterson KCØDGY.
The FCC's policy concerning ultra-wideband devices appears to be
broadening to allow for expanded growth in the way the technology is used,
according to a recent report.
A June 13th posting written by Venable LLC and posted on the website
JDSupra.com noted that the agency granted a waiver of Part 15 rules to the
Schlage Lock Company LLC to enable the security firm to put one of its
ultra-wideband home security locks on the market. The report said it was
the first waiver of its kind to be granted this year but the action
appears to show that the FCC is continuing on a 20-year trajectory to
relax its permissions for ultra-wideband technology. Nearly 20 such
waivers have been granted over the years for this unlicensed use of low
power RF signals, generally employed for security uses, medical imaging
and even robotic lawn mowers. The Schlage company made the request on
behalf of its smart residential door locks which make use of
ultra-wideband signals in combination with Bluetooth.
The website's report notes that the Commission bases its approval of a
waiver request if it determines that licensed radio services would not
face harmful interference when such a device is in use. The Commission's
Office of Engineering and Technology concluded that there was a low
likelihood of harmful interference in this case, especially with
transmissions taking place in a small space relatively close to the
ground.
The Venable article did say, however, that the FCC has not indicated it
was considering a policy change or any kind of overall update for
ultra-wideband technologies.

RSGB SEEKS IDEAS FOR NATIONAL CODING WEEK

In amateur radio, there's Code, as in Morse Code, and
then there's coding, the kind of coding some hams use in programming for
their equipment. Jeremy Boot G4NJH tells us how the Radio Society of
Great Britain has big plans for newcomers to coding.
Ham radio learning has been transformed by the BBC Micro:bit and the
Arduino and hams attracted to the kind of coding involved are rapidly
gaining enthusiasm. The Radio Society of Great Britain is preparing for
National Coding Week, which takes place during the third week of September
and is looking for volunteers who can help develop activities to encourage
newcomers to coding - newcomers of all ages - to explore this new
experience. The RSGB will be putting an extra emphasis on coding skills
during the third week of September and hopes hams will offer some creative
approaches for amateurs of all ages. If you have an idea, please contact

AUSTRALIAN AMATEUR GROUP MARKS 100 YEARS

In Australia, hams who belong to one radio group know
that a lot has happened in the last 100 years - and they're
celebrating all those years, for a good reason. John Williams VK4JJW tells
us what it's all about.
Congratulations to the Ballarat Amateur Radio Group, VK3BML, which is
marking its 100th anniversary with a month-long on-the-air event. It was
big news in June of 1923 when the Ballarat Star newspaper announced the
formation of a ham radio group and informed readers of its first general
meeting on the 23rd of June. At the time, the organisation was identified
as the Ballarat Amateur Radio Club. Under the leadership of Ben Daniel,
VK3NRD, the members themselves are not certain how the original ham groups
may have changed, especially with the slight difference in its name, and
they continue to research their history. Meanwhile, members are
celebrating their cententary. There is no special event callsign but hams
around the world are being asked to listen for individual stations from
Ballarat in the state of Victoria, Australia and share in the special
occasion.

KICKER: SUB-ATOMIC PARTICLES SEEN AS GPS REPLACEMENT

Fans of GPS - Global Positioning Satellite navigation -
might soon be feeling a little fickle about their allegiance to this
system. There's a new option in town - or there will be, soon enough.
Graham Kemp VK4BB concludes this week's report with this story about the
promises offered by a special kind of sub-atomic particle.
They're known as muons, sub-atomic, high-energy particles that always
travel at the same speed. They can be found all over the Earth and
researchers at the University of Tokyo are studying these readily
available muons as the basis for wireless navigation that can also
function indoors, underwater and beneath the ground.
Hiroyuki Tanaka calls it the muometric positioning system. Unlike GPS
devices, which gather information from low-earth orbit satellites,
muometric positioning uses the reference point of muon-detecting sensors.
Researchers acknowledge that while this shows promise, accuracy needs to
be further fine-tuned before the system can be deployed in devices such as
smartphones -- but it certainly means that navigation itself could travel
in a whole new direction.

National Coding Week has been run for many years in the third week of September. Coding is used increasingly in amateur radio, and the BBC Micro:bit and the Arduino have made it easier for radio amateurs of all ages to discover more about this.
As part of its commitment to encourage youngsters into amateur radio and to support lifelong learning, the RSGB will be providing resources and creating coding activities for people to get involved in throughout the month of September.
The Society is keen to hear from volunteers who have ideas for this initiative and would like to be part of it.

122GHz and HF propagation – two further Convention presentations to watch

The RSGB has released two further Convention 2022 presentations.
In the first, Noel Matthews, G8GTZ provides an introduction to the challenges of operating on 122GHz and gives an overview of the VK3CV designed transverter boards which have put operation within the reach of amateurs without requiring advanced electronic and mechanical engineering skills. He tells the story of how he and Dave, G1EHF used the boards to work up from their first QSO over 2kms to breaking the UK record for 122GHz at 36.5kms.
Secondly, in a presentation called “HF propagation – what do the numbers mean?” RSGB Propagation Studies Committee Chair Steve Nichols, G0KYA unravels what terms such as Solar flux index, SSN, A and K index, and Solar Wind Speed mean and explains how to find the best HF conditions.

amateur radio equipment of His late Majesty, King Hussein of Jordan to the
RSGB

The Radio Society of Great Britain is delighted to announce that Her Majesty Queen Noor of Jordan has chosen to donate the UK amateur radio equipment of His late Majesty, King Hussein of Jordan to the Society.
His Majesty was a great ambassador for amateur radio and, whenever his official duties allowed him, his radio call sign JY1 could be heard on the amateur bands. His Majesty always operated modestly, never announcing himself as King Hussein, always just ‘Hussein from Jordan’.
A permanent display is being organised at the RSGB National Radio Centre so that the equipment can be used to help inspire people to get involved in amateur radio, and promote communication, friendship and understanding throughout the many countries and cultures of the world.
The RSGB extends its thanks to Her Majesty for this generous donation.

SOTA Exhibitor Stand at upcoming HAM RADIO Friedrichshafen 2023 Hamfest

For the first time, SOTA will have its own booth at HAM RADIO this year (June 23-25). SOTA is short for Summits on the Air and is an award scheme for radio amateurs that encourages portable operation in mountainous areas.
In addition to lots of general information about mountain radio, there will be many useful hints and answers to questions about radio operation on summits, such as what is the right equipment. At noon on each of the three days of the hamfest, SOTA enthusiasts will meet at the stand (A1-190). The meet-up gives the opportunity to put faces to the friends that up until now you have only met on the radio. Further and current information about the SOTA booth can be found in the SOTA Reflector. “We are looking forward to greet many visitors”, said Marcel Müller, DM3FAM, und Roman Brunel, DL3TU, organisers of the stand."

YOUNG DXPEDITIONERS SET SIGHTS ON GUYANA

Our top story this week takes us to Guyana - that's the
location a young quartet of DXpeditioners has its collective eye on.
We hear about their plans from Jeremy Boot G4NJH.
Their trip has been years in the making and now, with the travel
precautions of the pandemic behind them, a team of DXpeditioners -- all in
their 20s -- is finally free to travel to their destination: Guyana. Four
friends, Jamie MØSDV, Philipp, DK6SP, Tomi, HA8RT, and Sven DJ4MX, are
young: Sven is 21, team co-leader Jamie is 22; Tomi is 24 and co-leader
Philipp is 25.
Their youth hasn't stopped them from becoming veteran DXpeditioners. Jamie
told Newsline: "We have been fortunate enough to visit some amazing
locations worldwide." Now they putting together their plan to operate in
Guyana between the 14th and the 24th of next February, operating CW, SSB,
FT8 and RTTY on the HF bands.
They have not yet been assigned a callsign.
The Northern California DX Foundation said it has given the team a $5,000
grant as a way of encouraging the next generation of adventuring amateurs.
Jamie said that the group's website will be updated regularly to keep DX
hunters apprised and, of course, to encourage others to support the
activation.

HAM RADIO PLAYS PIVOTAL ROLE IN SEATTLE DRILL

Residents in the city of Seattle take the notion of
being neighborly quite seriously. So seriously, in fact, that they
regularly hold disaster drills to practice ways to help one another out.
Of course, it involves amateur radio. Here's Jack Parker W8ISH with a
report on the latest exercise, which was held on June 11th.
The disaster scenario in the city of Seattle, Washington, was simulated
but there was nothing fictional about the scene of neighbor helping
neighbor. On June 11th, the city's Emergency Communication Hubs rehearsed
the all-important coordinated response that everyone would have in the
event of a citywide power outage -- from neighbors to local authorities.
The exercise was called Power Down. Twenty-five hams from the Auxiliary
Communications Service of Amateurs were dispatched to transmit messages
using voice and digital modes, such as Winlink and Fldigi. The hams worked
at one of the city's 10 participating hubs, at rally points for city
workers, or in the radio room of the city's Emergency Operations Center.
Many of the hams were asked to move between the various locations to help
balance out resources. Most of the hams communicated via nets using
repeaters that have power generators on site.
According to Susanna Cunningham, WB7CON, the public information officer
for the ACS, the exercise was a successful demonstration of cooperation
but unearthed some challenges: There were coverage issues with repeaters
that are used less frequently -- and hams making use of Winlink did not
always succeed in getting all the ICS forms submitted from the Hubs to
their targeted locations. Susanne said that these issues and others will
be evaluated at the July meeting of the ACS on July 8th.

SATELLITE QSOS TO FLY HIGH FOR FIELD DAY

In the US and Canada, almost everyone is getting ready
for Field Day - and that includes satellite enthusiasts. We hear about
their plans from Sel Embee KB3TZD.
In case you've been wondering, Field Day is for the birds! Once again,
just as the ARRL sponsors the 23-hour exercise known as Field Day for hams
throughout the US and Canada, AMSAT, the Radio Amateur Satellite
Corporation, takes this test of emergency communications to the skies. For
satellite users, this will be a 27-hour period between 1800 UTC on
Saturday the 24th of June through to 2100 UTC on Sunday the 25th.
Satellite users are advised to check the AMSAT status page for what will
be available. AMSAT has said there will be more than 10 transponders and
repeaters available during that weekend. FM voice satellites will include
SO-50, AO-91, PO-101, the International Space Station and possibly
LilacSat for those in search of bonus points. Ops are advised to be aware
of congestion on FM low earth orbit satellites. The rules set a limit of
one QSO per FM satellite, including the ISS.
The exchange is the traditional ARRL Field Day Exchange.

NEWSLINE'S NEIL RAPP WB9VPG RECEIVES YASME EXCELLENCE AWARD

Newsline is always pleased to share news of radio
amateurs who have received recognition for their contributions to the
community. But we are never more proud than when one of those being
honored is a member of our own team. Neil Rapp, WB9VPG, an anchor and
correspondent for Newsline, has received the Yasme Excellence Award from
the Yasme Foundation for his years of work with the next generation of ham
radio operators. Neil provided the initial radio club sponsorship for the
Region 2 YOTA camps, which he now serves as manager, providing
administrative assistance for the camps as a nonprofit. He has also served
as manager of Hamvention's Ham Radio 2.0 showcase. The foundation board of
directors issued a statement saying that "recruiting young operators is
key to the survival of amateur radio and his tireless efforts are
appreciated." [endquote] The award consists of an engraved crystal globe
and a cash grant of $500. Neil, we here at Newsline can only add our own
congratulations and sincere appreciation for all that you do.

HAM RADIO HELPS IN DRAMATIC RESCUE IN IDAHO

In Idaho, amateur radio played a role in the dramatic
rescue of an 80-year-old man in a rocky wilderness region. Dave Parks
WB8ODF has the details.
Members of Scout Troop 77 from Eagle, Idaho were well-prepared for their
canoeing trip into Hells Canyon just a few weeks ago and took along a few
hand-held radios, a satellite communications device and a ham radio. They
were soon to encounter another adventurer, an 80-year-old retired judge
who had at one time been a Scoutmaster in his home state of Oregon, which
borders the canyon. This man was not so prepared: He had lost his balance
while taking photographs in the region and fell 60 feet down a rocky
riverbank on the Snake River, sustaining serious injuries to his neck,
back, ankle and lower leg.
The Scouts were canoeing when they were flagged down by a woman who heard
the calls for help from the man, Eric Valentine, who was in serious pain.
Henry Cavanagh, KJ7QJU, used his radio to contact the adults who were with
the other Scouts. Henry's father, Brian, KJ7QJT, an assistant Scoutmaster
and a wilderness first-responder, was among those arriving to tend to the
man. Others arrived and stabilized him while the assistant Scoutmaster
reached out to emergency dispatch services from his satellite
communicator. Members of the area utility, Idaho Power, were able to help
move the injured man by jet boat to a campground where a helicopter could
safely land to transport him to a local hospital.
Returning home to Oregon late last month, Eric was recovering and already
planning his next hike. He told the Baker City Herald website, however,
that he will no longer hike alone in Hells Canyon.

RADIO CONTESTER TAKES TOP FOOTBALL COACHING JOB

A prominent radio contester is taking a top spot in
another competitive field - European football. Jeremy Boot G4NJH gives
us the details.
You may not find Serhiy Rebrov 5B4AMM on the field of any high-profile
radiosport event this year, but the former Tottenham football striker does
have his eyes set on next year's European Championship - as the first
permanent head coach of Ukraine's team.
The active radio contester is well-known throughout Europe for his career
with West Ham, Tottenham and Dynamo Kyiv and he also coached in the Saudi
Arabian, Ukrainian and Hungarian leagues.
He recently signed a three-year contract with Ukraine's team, keeping his
eye on the European Championship qualifiers against North Macedonia and
Malta.
As a licensed ham and contester, he has also been heard on the air as
UT5UDX, MØSDX, TA2ZF and UTØU.

RSGB TO RECEIVE UK STATION USED BY KING HUSSEIN JY1

Any ham who remembers hearing - or perhaps working the
callsign JY1 - King Hussein of Jordan - will enjoy hearing this next
story. Jeremy Boot G4NJH tells us more.
The UK radio equipment once used by King Hussein of Jordan, JY1, is being
donated to the Radio Society of Great Britain by Her Majesty Queen Noor of
Jordan. King Hussein became a Silent Key in 1999 at the age of 63. The
RSGB said the collection will be on permanent display at the RSGB's
National Radio Centre to inspire others and promote friendship and
understanding across cultures. They said in a statement [quote]: "His
Majesty was a great ambassador for amateur radio and, whenever his
official duties allowed him, his radio call sign JY1 could be heard on the
amateur bands. His Majesty always operated modestly, never announcing
himself as King Hussein, always just ‘Hussein from Jordan’." [endquote]

PRESENTERS NEEDED FOR GRCON23 IN ARIZONA

Organizers are looking for presenters for the next GNU
Radio Conference, known as GRCon23. This is the 13th annual conference
for the community, which unites users and developers in the field of
software radio. Presenters and attendees are typically members of the
academic community, government, industry and of course hobbyists.
The deadline for submission of abstracts to present at the conference is
June 23rd. The conference itself will take place from September 5th
through to the 9th. It is being held at Arizona State University’s Center
for Wireless Information Systems and Computational Architectures in Tempe,
Arizona.

BILL CHALLENGES PRIVATE LAND RESTRICTIONS ON ANTENNAS

Lawmakers in two US states have reintroduced a bill to
protect hams from private land-use restrictions that keep them from
installing antennas at home.
Kevin Trotman N5PRE brings us up to date.
The Amateur Radio Emergency Preparedness Act is back for consideration on
Capitol Hill in Washington DC. The measure, first introduced by
Congressmen Bill Johnson of Ohio and Joe Courtney of Connecticut last
December, is designed to ensure that hams everywhere can get on the air,
especially in instances where there is a need for emergency
communications, such as in natural disasters.
No votes were taken when the bill was introduced toward the end of the
last session of Congress. It is being reintroduced in response to the
rapid growth of private residential areas that have these restrictions on
the use of land. The bill would amend the Communications Act of 1934 by
prohibiting land-use restrictions from halting the installation and use of
amateur radio antennas.

ARISS-USA SEEKS DIRECTOR OF EDUCATION

radio on the ISS - this part-time job opportunity might be what you're
looking for. Here are the details from Kevin Trotman N5PRE.
Youngsters who participate in amateur radio contacts with the
International Space Station are the priority of ARISS-USA, which looks to
engage them in the worlds of science and technology. ARISS-USA is looking
for an experienced educator to work as director of education, guiding the
organization with strategies to enhance the education of youth involved in
the ARISS program. This is a part-time, remote position that requires
leadership skills to guide the education engagement volunteer team,
seeking ways to inspire youth in the fields of STEAM and STEM. The
director of education is also responsible for coordinating proposals from
schools and other educational institutions seeking to host astronaut
contacts.

KICKER: TWO "LUCIANOS" ENJOY THE KEYS OF LIFE

A radio amateur who just reached the age of 106 has been
enjoying music - and the music of CW - for almost as many years. We
hear about him from Ralph Squillace KK6ITB.
RALPH: Louis Benvenuto, W6OTB, and the late Italian tenor, Luciano
Pavarotti, had two things in common: Louis' given name at birth was also
Luciano until he changed it at the age of 16 -- and both Lucianos knew how
to make beautiful music, just not together:
Pavarotti, the famed singer, used his voice.
For Louis Benvenuto, a lifelong CW operator, the instrument of choice is a
key. Even now, at the age of 106, he makes that key sing. On Tuesday, June
6th, the key could well have been singing "Happy Birthday" to Louis as he
reached another milestone.
The Nebraska native was still a young man when he got the callsign he
still retains today. He attended radio school in California and eventually
got a job in professional radio but his first love - amateur radio - was
always with him. Later, he made the leap into TV, becoming a cameraman for
a number of popular TV shows, including the Johnny Carson show. It was on
that late-night talk show, in fact, where Luciano the singer met Luciano
the amateur radio operator.
The cameraman simply introduced himself. It was perhaps one of the easiest
contacts the veteran radio operator ever made. While it didn't turn into a
ragchew, he did end up logging it - deep in his memory, where it remains
even now.

RSGB President, John McCullagh, GI4BWM received a warm welcome when he attended the IRTS AGM gala dinner recently.
He talked about the challenges faced by national societies, as well as the success of the RSGB’s Tonight @ 8 live webinars and online exams, which were introduced during the pandemic.
John also stressed the importance of engaging young people in amateur radio, through the Society’s work with schools and universities.
He is featured on page 10 of the June issue of Ham Radio Ireland magazine.

As part of ongoing development of the RSGB’s Club Finder service, the Society has launched a searchable map that shows affiliated contest clubs and groups.
If you’d like to get involved in a group, you can use the map to search locally and more widely.
Depending on the club entry you will be able to see which contests they participate in, as well as their contact and website information.

Distance learning for Full licence exam

Since 2011, the Bath Based Distance Learning (BBDL) team has helped nearly 1,000 students to obtain their Full licence.
Student feedback is always very positive and the pass rate continues to be well over 80 percent, compared with a national average of around 66 percent.
The BBDL team is now planning another Full licence level course.
The course will run from the end of August 2023 to December 2023, with exams in January 2024.
Students receive weekly work packages via an online classroom and have access to weekly online tutorials.
Each student is allocated to one of the remote tutors who provide feedback and additional guidance.
There are weekly quizzes to check on progress and at the end of the course there are a number of mock exams.
There is no charge for the training, but applicants must work through some pre-course material and complete a quiz to be eligible for a place.
This focuses on the ‘new’ Intermediate topics that were introduced to the syllabus in 2019.
The aims of the pre-course classroom are to make sure applicants can use the BBDL systems, and to ensure that they are ready for the current Full training syllabus.
Each student will need to provide their own RSGB Full licence textbook and arrange their own exam at the end of the course.
Advice will be provided as part of the course.
The deadline for course applications is Tuesday, 25 July 2023.

The Nominations Committee met recently and recommended to the Board that Dr Stewart Bryant, G3YSX be offered for endorsement under Article 33c as a Nominated Director at the 2024 AGM to serve until the 2026 AGM.
Stewart had of course already been co-opted to the Board as Chair at the post-AGM Board meeting on 15 April and will continue in that role until the next AGM.

RSGB Beaconnect loop experiments

Three weekends have been identified for some RSGB Beaconnect loop experiments:
On 3-4 June 2023 there will be some regional loops and nets
On the 10-11 June 2023 there will be an England-only loop and net, based round the activators who have registered for Beaconnect callsigns so far, but the Society would welcome new activators in the west of England and East Anglia.
Finally, on the 24-25 June 2023 there will be an attempt at a multiple nations loop, although to do so the Society will need activators in Wales, Scotland and Northern Ireland.

Hamvention Sets Attendance Record for 2023

The 2023 Hamvention attendance was 33,861, which is
more than 2,000 greater than last year and even surpassed the previous
pre-pandemic attendance record at the Greene County Fairgrounds and Expo
Center of 32,472.

WRTC TO GO FORWARD IN ITALY DESPITE FLOODS

There's some encouraging news from the flood-stricken
region in Italy where the World Radiosport Team Championship is to be
held next month. Jeremy Boot G4NJH brings us the latest report.
Despite flood damages that have devastated Italy's Emilia Romagna region,
the World Radiosport Team Championship will go forward in July, organisers
have said. Luca Aliprandi IK2NCJ, the WRTC's spokesman, said the
organising committee has found replacement sites for stations whose
original operating locations near Bologna have become unusable. In all,
the region has suffered losses costing in excess of 5 billion euros,
organisers said.
Reporting on the WRTC's reflector, Luca said that the committee hopes to
have 100 percent of the replacement sites tested and approved well in
advance of the event. He said that the site organiser, Claudio I4VEQ, was
optimistic, citing the new locations' low noise levels. Some of the sites
have already granted permission for antennas to be installed to enable the
setup teams to do field practice.
Organisers have also begun seeking additional funds because of the extra
costs incurred after the flooding. He said he expected the result of all
these efforts to produce [quote] "an unforgettable and successful
competition." [endquote]

"RECORD" ATTENDANCE AT HAMVENTION 2023

Meanwhile, Hamvention organizers are calling this year's crowd a "record attendance" since the move to Xenia. Just a handful of weeks after Hamvention, the tally shows 33,861 people were at the Greene County Fairgrounds in Ohio, a total number topping last year's by more than 2,000. Hamvention's media chair, James Gifford, KD8APT, released the numbers, saying that the total surpasses the previous attendance record at the fairgrounds, set before the pandemic, at 32,472. Hamvention will be held again next year on May 17th, 18th and 19th. Save the dates!

NEW MOMENTUM TO KEEP AM BROADCAST RADIO IN US CARS

The struggle to keep AM broadcast radio in cars in the
US continues. Kent Peterson KCØDGY has an update.
The move to retain AM broadcast service in vehicles sold in the US gained
even more momentum recently as state broadcasting associations passed a
resolution of support that underscored AM's role in carrying emergency
messages from the federal government during a national crisis; its ability
to carry other messages during extreme weather events and AM's robust
nature among underrepresented communities, such as minorities and
individuals who do not speak English. The association represents all 50 of
the US states as well as Washington, DC, and Puerto Rico and it supports
the AM Radio for Every Vehicle Act, a bipartisan bill passed recently in
Congress.
Although many manufacturers of electric cars claim RF interference to be
an issue between AM broacast radio and the vehicles' electronic systems,
Ford Motor Company recently reversed its decision to do away with the
service in its Ford and Lincoln vehicles.
In a related move the National Association of Farm Broadcasting has also
launched a website advocating for the retention of AM service, reiterating
the importance AM has in rural communities.

SILENT KEY: JERRY OWENS, W3GHO, VOICE OF W. PENNSYLVANIA NETS

A popular and active voice on the air has gone silent in
western Pennsylvania. We hear about him from Randy Sly W4XJ.
A final call went out on Friday, June 2nd, during the Western Pennsylvania
Phone Traffic Net for Jerry Owens, W3GHO. It was followed by a moment of
silence. Jerry, a popular longtime presence on many area nets, became a
Silent Key on the morning of Wednesday, May 31st, in Corry, Pennsylvania.
His enthusiasm and active participation in nets and other activities left
their marks everywhere in the region. A licensed ham for 67 years, Jerry
was a member of the Union City Amateur Radio Club and served as net
control station for the Army Military Auxiliary Radio System. He was also
active in the National Traffic System, handling Radiogram traffic for the
daily Western Pennsylvania Phone Traffic Net on 80 meters.
To those who knew him - or even knew OF him - Jerry was the voice of
Corry, Pennsylvania, serving as the official snow measurer for that city
for the National Weather Service Office in Cleveland, Ohio, just on the
other side of the border between the two states. Weather stories in
newspapers and on TV would often quote his snow statistics.
Jerry had also been deputy radio officer and a net control station
representing Erie County, Pennsylvania, in the Western Pennsylvania PEMA
ACS RACES Net. His other net control duties included the Western
Pennsylvania Health and Wellness Net on weekdays and the Western
Pennsylvania ARES net on Saturdays.
In 1960 he joined the Old Buzzards Amateur Radio Club and was net control
for them on Monday mornings on 80 meters.
His friend, Eddie Misiewicz, KB3YRU, who gave the final call, speaks for
many when he told Newsline [quote] "I will miss him greatly." [endquote]
An Ohio native, Jerry was 85 years old.

CENTRAL STATES VHF SOCIETY CONFERENCE RETURNS TO ARKANSAS

The Central States VHF Society is bringing its annual
conference back to Arkansas, where it was held more than two decades ago.
Here's Andy Morrison K9AWM with that story.
Much has changed since the Central States VHF Society last held one of its
annual conferences in Arkansas. That was in 1997, a year in which tube
amplifiers with high-voltage power supplies were still widely used. It was
also before the advent of the WSJT suite of software - or even computers
in the shack.
After years of being in other locations, the conference returns to
Arkansas next month. The 55th annual conference meets in Little Rock and
the agenda, including the technical presentations, will reflect the
changing landscape of VHF operation during the past 26 years.
Organizers are encouraging hams to bring their families with them and has
scheduled a variety of family-oriented activities on July 27th, 28th and
29th, even as the board meeting, the business meeting and other
VHF-sessions take place.

ARRL JOINS PROGRAM TO ENHANCE NATIONAL SAFETY

The ARRL has joined a program designed to help in the
emergency response during a national crisis. Sel Embee KB 3 T Zed Dee
has more.
Created in 2018 to enhance security and emergency communications in the
United States, the Cybersecurity and Infrastructure Security Agency has
welcomed the American Radio Relay League, the ARRL, into its SAFECOM
program. The ARRL's involvement ensures that amateur radio will flourish
as a strong presence in the nation's response in times of crisis. Josh
Johnston, K-E-5-M-H-V, the ARRL's director of emergency management, said
on the ARRL website that amateur radio's resources will gain even more
interoperability with emergency responders and will have a voice in the
development of a more comprehensive blueprint for keeping the nation safe
and its communications intact. That includes enhancing the connections
between emergency responders and helping build out the network for the
future.
In making its announcement on Friday, June 2nd, the ARRL said it expects
its new role to bring increased involvement for such groups as ARES, the
Amateur Radio Emergency Service, and other ARRL emergency programs.

HAM RADIO CELEBRATES THE LEWIS & CLARK TRAIL

If you've always wanted to combine amateur radio with a
journey on a trail, but you're not the outdoorsy type, here's your chance.
Patrick Clark K8TAC tells us how.
You don't need to do one single bit of hiking along the historic Lewis and
Clark trail in the United States to make some interesting radio contacts
there anyway. The 4900-mile trail covers the route taken by Meriwether
Lewis and William Clark, the 19th century expeditioners who traveled into
the new western territory of the still-growing United States.
To honor the explorers, ham radio clubs in 16 states along the path of
that trail are on the air, and will remain active through to the 18th of
June, using CW, SSB, FM and FT8 with the hope of helping chasers contact a
club in each of the 16 states. The special event is in its second year and
is organized by the Clark County Amateur Radio Club. Stations contacting
all of the states will receive an Expedition Partner certificate. Stations
working 1 through 15 states may request a Trail Companion certificate.
Chasers need not submit logs; activating stations are keeping track of
each of the contacts.
All requests for certificates are due by the 31st of August.

RADIO PROTECTION COMES TO IMPERILED FOREST

In India, an important cyclone-prone forest is getting
extra protection - from radio! John Williams VK4JJW tells us how.
India's Sunderbans forest region, a heavily populated area near the Bay of
Bengal, is now home to a permanent amateur radio station that can be
activated during times of disaster. India's Meteorological Department has
noted that the region, which has numerous inhabited islands and is home to
a number of endangered species, is also prone to cyclone activity. A civil
defence volunteer, Debobroto Mondal, VU3FAE, will be the main operator at
the station. He received his disaster-response training through the Indian
Academy of Communication and Disaster Management. The station equipment
was donated and installed by members of the West Bengal Radio Club.
Communication has historically been challenging in the Sunderbans when
cyclones strike, leaving many of the inhabitants cut off from
communication for extended periods of time.

ORGANIZERS CHOOSE SITE IN GUJARAT FOR
HAMFEST INDIA

The big national convention known as Hamfest India has
chosen its location for this year's event. Jim Meachen ZL2BHF gives us
the details.
Hamfest India, the largest gathering of amateur radio operators in that
nation, has selected Ahmedabad Science City in the state of Gujarat for
the convention, which is taking place on the 25th and 26th of November.
Organisers consider the venue to be an ideal site for Hamfest India
because the facility is rich with science-related exhibits, virtual
reality activity centres, an energy park, robotics gallery and an IMAX 3D
theatre. The hosting organisation is the Gujarat Institute of Amateur
Radio. Registration has already begun.
Hamfest India has taken place since 1991 and its programme of events also
includes a trade show and flea market. It was held virtually in 2021 and
last year it took place in Karnataka. An estimated 600 ham radio operators
from around India are expected to attend this year.

AMATEUR RADIO DUO GOES QRT ON ROCKALL

With the departure of his two amateur radio companions,
a Scottish adventurer is now facing the challenge of breaking the record
for occupying Rockall, a North Atlantic islet, by living there for as many
as 60 days.
Cam Cameron, a schoolteacher with a spirit for adventure, was accompanied
by Emil Bergmann DL8JJ and Nobby Styles GØVJG who landed on the rock with
him on the 30th of May. The hams operated for several days as MMØUKI,
logging an estimated 8,000 QSOs before going QRT.

KICKER: SETTING A RECORD THAT IS OUT OF THIS WORLD

Hams in the space programs of five nations have helped
set a record that's, well, out of this world. Paul Braun WD9GCO brings
us our final story of the week.
Let's face it, some people are just out of this world. One of them is
Rayyanah Barnawi, 7Z1RB. The amateur radio operator is the first Saudi
woman to go into space, was a member of the Axiom-2 mission to the ISS
which departed on May 21st and returned 8 days later using the Crew-Dragon
spaceship "Freedom." Two of the three team members were also hams.
Before they splashed down near Panama City on May 30th, the mission
specialist and her crew helped set what is being called a new record for
the number of people to be in Earth orbit at the same time.
That's a total of 17. On May 30th, before the Axiom-2 splashdown, crews
from five different nations were up there circling our planet. That
included the three members of China's Shenzhou 16 mission, which launched
on May 29th for the Tiangong space station. That crew joined the three
Shenzhou 15 mission members who were already up there since last November.
Greeting Rayyanah on the ISS was the Expedition 69 crew with seven members
from different countries including Emirati astronaut Sultan Al Neyadi,
KI5VTV.
In this busy travel season for some down here on Earth, it's good to know
there are some people up above who take the notion of a getaway even more
seriously.

WORLD OF DX
One of the World's most wanted IOTA's EU-189, Qth location IO37DO
Saturday 3rd June 2023
In the World of DX, listen for members of the Rockall DXpedition, MMØUKI.
They are hoping to set a new record on the air from the uninhabitable granite islet in the North Atlantic Ocean. This rare location has the IOTA designation of EU-189 and is Grid Square IO37DO (Eye Oh Three Seven Dee Oh). The team departed for the island on May 25th and will be on the air around the clock using SSB, CW and FT8 on 40 through 10m as well as 2m. Details and QSL information are on QRZ.com
Amateur transmissions have been concluded with the
operators leaving the islet on Friday morning (2nd June23). Only Chris
(Cam) Cameron remains on Rockall in an attempt to break the current world
record for time spent on Rockall and to raise as much money for the Royal
Navy and Royal Marines Charity and ABF the soldiers Charity as possible.
Cam is now in isolation on Rockall as the expedition yacht will not be
returning until the end of July to collect him.

Wildfire Smoke Enhancing Tropospheric Propagation
Saturday 3rd June 2023
The New England area is experiencing enhanced tropospheric propagation issues due to the thick layer of smoke in the atmosphere from Nova Scotia wildfires.
...The smoke is causing radio waves to bounce back to the ground instead of beaming out to space. That, combined with temperature inversion (warmer air trapped above cooler air) helps the radio waves bounce hundreds of miles. [It occurred] this morning outside the News 12 Long Island studios in Bethpage, New York, where Long Island's radio station WBLI was replaced by Rumba 106.1 Philadelphia.

The Society is looking for a volunteer to join the RSGB Emerging Technology Coordinating Committee (ETCC), to act as Regional Representative for the central England region.
The function of the ETCC is to assist radio amateurs seeking an NoV to operate repeaters, gateways or beacons within the UK.
The successful applicant will have broad experience of radio system engineering, analogue and digital modes, local topography, and propagation theory.

Tonight @ 8 – Node-RED for radio amateurs

On Monday, 5 June 2023, Mike Richards, G4WNC will be giving the live presentation Node-RED for Radio Amateurs.
Node-RED is a visual programming language that is very powerful but surprisingly easy to use.
The language has matured over recent years and has the potential to be a valuable tool for radio amateurs.
In this talk, Mike will provide an introduction to Node-RED programming techniques.
He will conclude with a live demonstration to show just how easy it can be to add extra facilities to your rig.

ROCKALL DXPEDITION ACTIVATES IN NORTH ATLANTIC

The big challenge is on!! Our top story takes us to
the uninhabitable granite islet in the North Atlantic Ocean known as
Rockall Island which is being activated by two amateur radio operators. Ed
Durrant DD5LP takes us there.
As Newsline went to production, two hams were on the air and the
competition for contacts was predictably intense. It's a challenge for
chasers around the world. For the hams, the challenge is even bigger: Emil
Bergman, DL8JJ, and Nobby Styles, GØVJF, hope to break the record of a
46-day stay on the rock set in 2014. The pair and their expedition leader,
Cam Cameron, plan to stay on the rock for as long as 50 or 60 days and
raise £50,000 for charity. This coveted DX is designated IOTA Number
EU-189 and is a most-wanted location. Be listening for MMØUKI - and cross
your fingers that they are listening for you!
(Update 02.06.23 Emil and Nobby left the rock this morning.
Cam is the one staying for 50 days but is NOT a radio operator.)

RADIO WAVES CARRY MESSAGE FROM A SUPERNOVA

Radio waves have been known to carry some important
messages over the years but one recent message, received by a research
team led by scientists at Stockholm University, contained a cosmic
message. Here's Ralph Squillace KK6ITB with that story.
Scientists have picked up radio waves revealing the presence of an unusual
type of supernova, a thermonuclear supernova, the kind used by researchers
to measure the expansion of our universe. Not long after the supernova's
discovery, scientists at the W.M. Keck Observatory in Hawaii detected
helium emissions, another significant marker.
According to Sci Tech Daily, the discovery of this type of supernova,
known as Type 1a (ONE A), is the first to be accomplished via radio waves.
The presence of helium emissions is seen as evidence that an exploding
compact white dwarf star had pulled helium from the outer layer of a
companion star - the donor star - while the supernova was being triggered.
That material is more commonly hydrogen.
The discovery is an accomplishment on another level too, according to
researcher Erik Kool of the Stockholm team. He told the Journal Nature
that astronomers have been trying to accomplish this kind of detection by
radio for decades.

HURRICANE WATCH NET NEEDS VOLUNTEERS

In some parts of the US, where it's nearly hurricane
season, it's also the season for volunteering to look out for them, as
we hear from Randy Sly W4XJ.
For 59 straight seasons the Hurricane Watch Net has been activating for
any hurricanes that make landfall as well as helping those in any affected
areas before, during, and after a hurricane. Just ahead of this year’s
season, the word is going out in the Southern and Eastern United States
and the Caribbean - the HWN needs you! They are looking for more people
who can get on the air from the areas hit by the storms.
Net manager Bobby Graves, KB5HAV, quickly offered cautionary words,
telling AR Newsline, “Of course, priority number one for anyone is to do
all you can to protect your property, home, family, and yourself. It’s
always safety first." However, if hams are safe at home or in a storm
shelter, where a portable station can be set up, the net would like to
hear from them. Every piece of weather data, measured or estimated, is
considered to be important information by the forecasters at the National
Hurricane Center.
The Hurricane Watch Net covers the Caribbean, Central America, Eastern
Mexico, Eastern Canada, as well as the US Atlantic and Gulf Coast States.
Hams normally operate on 14.325 MHz by day and 7.268 MHz by night. In
addition to taking storm reports they also stand ready to relay any
emergency or health and welfare traffic as well as relaying the latest
information about storms in English and Spanish.

HAMS CLAIM DISTANCE RECORD FOR SATELLITE

Two satellite enthusiasts recently logged a contact that
they claim has set a new record. Neil Rapp WB9VPG brings us more.
Two satellite enthusiasts are claiming a new QSO distance record with the
SO-50 satellite in a May 24th contact that covered 5,584 km - the distance
between Michigan and Northern Ireland.
Joe KE9AJ notes on his QRZ.com page that he has long had a particular
enthusiasm for extreme distance satellite QSOs. He and George MIØILE were
able to log one another and claim bragging rights to having beaten the
previous record by 61 km. That record was set in 2018 by Jerome F4DXV and
Scott N1AIA between France and Maine.

The amateur radio community has been shaken by the loss
of someone who was a familiar face, a familiar voice and a friend to
many -- including those of us at Amateur Radio Newsline. Chip Margelli,
K7JA, has become a Silent Key. We hear more about him from Don Wilbanks
AE5DW.
Chip Margelli, K7JA, was many things to many of us: A top-notch contester
in numerous ARRL and CQ magazine competitions; a Silver Medalist at the
1990 World Radiosport Team Championship; and a polished operator of CW who
was admitted into the First-Class CW Operators' Club. Chip, who became a
Silent Key on May 25th, even achieved national notoriety outside the
amateur radio community when he appeared on a US late night talk show with
TV host Jay Leno 2005 in an on-screen rivalry that pitted his CW
proficiency against the speed of the US champion in fast cell phone
text-messaging.
A recipient of the E.T. Krenkel Medal in 2021, Chip was also listed in the
CQ Amateur Radio Hall of Fame. Over the years he worked for such companies
as Yaesu USA, Heil Sound, Ham Radio Outlet and for CQ magazine. He was a
personal friend to many of us at Amateur Radio Newsline. Chip was present
in 1986 with Newsline cofounder and treasured friend the late Bill
Pasternak, WA6ITF, at the first ceremony introducing the Young Ham of the
Year Award and at subsequent ceremonies at the Huntsville Hamfest.
Rest well, Chip. You leave many grieving friends behind.

Lee Aldridge, G4EJB, the editor of RadCom Basics, has announced his
retirement later this year and the RSGB is seeking a replacement. RadCom
basics publishes material focusing on new amateurs and those who want to
develop greater skills in the fundamentals. A successful applicant will
assign articles and work with authors in developing them and will be
responsible for writing additional articles There are also editing
responsibilities that include handling copy sent in by regular
contributors and others.
The RadCom Basics editor reports to RadCom's managing editor. For details

CALIFORNIA AMATEUR FACES $24,000 FINE

A California amateur is facing a $24,000 fine from the
FCC which has charged him with deliberate interference with a
regularly scheduled 80 meter net held by the Western Amateur Radio
Friendship Association. Philip J. Beaudet, N6PJB, is said to have
repeatedly interfered with the net and failed to identify himself by his
callsign. They released a Notice of Apparent Liability for Forfeiture on
May 30th, outlining the case against him. The agency said that last
November and December, an agent from the San Francisco Field Office used
direction-finding on 3.908 MHz and on both occasions was able to identify
the ham's Burney, California, home as the source of the interference cited
in repeated complaints to the agency.
The notice states that Beaudet has 30 days to respond either with payment
or a written statement seeking a reduction or cancellation of the proposed
forfeiture.

BELGIAN HAMS GAINING 8M BAND ACCESS

Some new space on the spectrum awaits amateurs in Belgium and Jeremy Boot G4NJH has that story.
Hams in Belgium will soon be enjoying the privileges
enjoyed by those in South Africa, Slovenia and Ireland by gaining access
to the 8-metre band. The UBA, the Royal Belgian Amateur Radio Union, has
proposed giving hams with a Class A operating certificate, a HAREC full
licence, the ability to get on the air with as much as 5 watts ERP and a
bandwidth limit of 3 kHz. Permission is to be granted to individuals
following approval from the Belgian regulator BIPT.
The frequency range being authorised is between 40.660 and 40.690 MHz.

HOSPITALIZED CHILDREN HAVE ARISS QSO WITH SPACE STATION

Hospitalized children outside Washington, D.C., were
given a chance to talk with an ISS astronaut recently on amateur radio.
Patrick Clark K8TAC tells us how things went.
Having fulfilled the first part of his space mission a few days earlier -
to arrive on board the ISS - astronaut John Shoffner, KO4MJC, got under
way with one of his next goals: to share the joys and opportunities of
STEM studies as an educator. On May 26th, he shared that view from space
through a QSO with youngsters at the Children's Inn in Bethesda, Maryland.
It was a telebridge contact that made use of a ground station in Belgium
with the callsign ON4ISS. The youngsters at the Children's Inn learned
about life in space and got a closer look too at the way amateur radio can
connect people. The Children's Inn provides a free residential environment
to children and young adults who are patients at the National Institutes
of Health as a means of reducing stress on the young patients and
furthering the institutes' clinical research. With the help of ARISS and
amateur radio, the youngsters also got a view of the great things that can
happen beyond the bounds of planet Earth.

We were saddened some time ago by the passing of Richard
G4TUT, whose Southgate Amateur Radio News website served as a reliable
global bulletin board for many, including amateur radio podcast teams.
This badly missed resource is now being revived and provided by Cale K4HCK
through his new "Amateur Radio Daily" website. Once the domain name is
transferred from Southgatearc, its URL will also route you there. This is
a new resource available for hams and clubs looking to get word out about
their activities. So if you want other hams to see what your club is up
to, visit Amateur Radio Daily at daily.hamweekly.com or simply send the
story directly to Cale via email to K4HCK (at) hamweekly (dot) com. Cale's
new website will display the submitted stories and provide an RSS feed to

In the World of DX, be listening for VU7W, the call
being used by Yuris, YL2GM, on Minicoy Island, IOTA Number AS-106, in
the Lakshadweep Islands. He will be on the air throughout June focusing on
the 6m band, with some operation on other HF bands. QSOs are to be
uploaded to LoTW.
Special event station IQ3UV is on the air now through June 11th using CW
and SSB on all the HF bands, marking the 100th anniversary of the founding
of the Alpine group of Tolmezzo and the Carnia section. A certificate will
be available as a downloadable PDF for all stations who make contact. For

Be listening for Dan, F5DBT, on the air as MM/F5DBT from several islands
off Scotland's west coast until the 15th of June. He will operate SSB, FT8

Ric, DL2VFR, and Fred, DL4BBH, will operate as LA/DL2VFR and LA/DL4BBH
from IOTA group EU-061 and the Ytre Hvaler (EE-trah Valla) National Park

KICKER: FROM POUNDING THE BRASS TO WINNING THE BRASS

For our final story, we talk to a ham who took a test that may have been just a little bit harder than the one for his amateur license. Plus, it was on national TV. Graham Kemp VK4BB tells us how it all played out.
CW has always been a perfect fit for Richard Ayre, VK6PZT,
since he became a ham 10 years ago. Unaccustomed as he is to speaking
publicly on or off the air, he is most comfortable when he lets the dits
and the dahs do his talking for him. So why would he opt to get on the air
- in this case, on a national TV programme - where he had to answer
questions and even trade gently disparaging remarks with the host, in a
kind of sledging worthy of any cricket pitch? It's because the Australian
hit show, "Hard Quiz," would test his trivia knowledge about his beloved
CW. Oh -- and because his two daughters asked him to.
On Wednesday, the 31st of May, TV fans watched the medical sonographer
square off in the Melbourne studio against three other contestants who,
like him, were originally from England, Australia's rival this month in
the Test Series cricket matches. So he studied hard in pursuit of the
show's coveted Brass Mug. As he told Newsline recently: [quote] "I
challenged myself to find out something new about Morse Code once per day
for about one year prior to the show and made notes in a small blue book.
I asked my family and friends at our local Bunbury Radio Club to come up
with the most obscure questions possible for me to answer." [endquote] In
fact, he said: [quote] "I think if I spent as much time practicing my head
copying as I did reading about how the code was developed or used over the
last 100 years I would be a much better operator." [endquote]
No worry there: Richard scored a strong victory and got to take away the
huge 5kg mug. Now instead of pounding the brass, he'll said he'll be
drinking from it.

Sal Island, IOTA AF-086, until June 13. Activity is on 80 to 10

FEDERAL REPUBLIC OF GERMANY, DA. A group of operators from
IARU Society DARC are QRV with special callsign DB23SOWG until June 25
during the Special Olympics World Games. QSL direct to DL2VFR.
TURKMENISTAN, EZ. David, DL7ZM is QRV as EZ/DL7ZM until June
3. Activity is in his spare time during his afternoon hours. Lately
